Excellent! San Marcos Gets a Reject City Manager 04/28/2008
By: Sanmar Add A Picture Report A Problem
"Former Midland City Manager Rick Menchaca has been named the final candidate for the same position with the city of San Marcos, its mayor, Susan Narvaiz, announced Thursday."
"Last year, Menchaca resigned as Midland’s city manager after seven years. Prior to that, he served as the city’s deputy and assistant city manager.
His resignation came after the Midland Municipal Police Officers Association and members of the police command staff criticized his management style."
What do people have to say about him?
“We feel very sorry for the people and employees of San Marcos unless he has learned some people skills."
"Since he left, we no longer have one person holding the city back. There is now an openness at City Hall – two-way communication instead of a dictatorship.”

COMMENTS Name: Jake | Thanks Susan... How long have you got left in office?
San Marcos needs serious help and from a defunct reject. |
| Name: semi-native | We'll see.
Frankly, I think an overbearing boss with limited "people skills" is EXACTLY what our do-nothing chief of police needs. |
| Name: Bye Bye Chief and Loyd Locke! | | This is a good news story, maybe San Marcos will finally get rid of the dead weight around here like Chief Williams and Angry man Officer Loyd Locke! Loyd must have been beaten up a lot in high school and has no business being a cop. |
| Name: SanMan | | Loyd Locke is the first person that I want to see gone! He does not need to be in any position of authority. He is the most unprofessional cop on the force bar none! |
| Name: ConcernedSanMarcos | I'm sure that anyone who clicks on the MyWestTexas.com site will see the expanded article and quotes from Susan Narvaiz about the decision to hire Rick Menchaca. I believe, through professional experience with the city, that we will have to wait and see how this individual will work within our community. I have heard some very good things from him directly and from Amy Madison, new EDSM Director. I think that both are a positive addition to our community.
I would also ask Sanmar to check next time he or she copies an article from another site because there are items such as copywriting laws that we all need to adhere to and taking something word for word is not appropriate from another writer. |
| Name: Sanman | | I too have only heard nothing but positive things about the new city manager and I must state that I am openly a fan of the Mayor. However, I do believe that the new City Manager will help to bring San Marcos into becoming a major city, not just a college town off of the I-35 corridor! |
| Name: George | | Lots of people don't want San Marcos to be a "big city" .. Quite a few enjoy the small town feel to San Marcos and would prefer to keep it that way, just improve on what we have built thus far. Last thing I want is to be a town filled with cookie cutter homes and every big box retail store you can think of. I'll pass on the Edward Scissorhands land of milk and honey. |
| Name: Friends of Missy | We are hoping that the new City Manager gets rid of Williams and his protege, Paul Stephens. It would be the right thing to do for San Marcos.
Incidentally, you can hardly call Menchaca a reject--he was in Midland for MANY years, seven as City Manager, which is highly unusual for city managers and administrators nationwide. AND he didn't move that far away from Midland, indicating there's not much to hide, if anything.
I value openness in government very highly and hope that he does, too, but if he has to be a little less open in order to straighten out the dysfunctional police force in San Marcos, I say let him go for it. |
