The city council adopted an ordinance recently enacting winter averaging.



Wastewater bills will be figured on water use during December, January and February, with a cap at 9,000 gallons. The average water use for the three month period will be used to calculate wastewater bills for the rest of the year.

According to an analysis on the new system by the Finance Department, 49 percent of customers will pay an average of $7.77 less each month ($34.03), while 51 percent will pay an average of $6.36 more ($40.16). Residents who use more than 8,000 gallons a month during the three-month period will have a higher bill.

The above is from the San Marcos Daily Record... Since when does the 49% get the better deal? I dont water my lawn why do I get the increase?

You pay more *because* you don't water your lawn. Sewer charges are for water going down the drain, not water going into the grass.

Aren't sewer charges measured by how much water comes out of your faucet? Am I retarded or the last guy that posted the comment about watering your lawn. Back in the day my mother would call the city and tell them when she was filling up the pool so they would not charge her sewage on the number of gallons it took to fill the pool.
